SPECIAL ANNOUNCEMENT: FHWA Announces Details of Low-Carbon Transportation Materials Program

Today, FHWA released the details of the Low-Carbon Transportation Materials (LCTM) Request for Applications (RFA). This RFA is open to State Departments of Transportation (DOTs), the District of Columbia, and the Territory of Puerto Rico. Additionally, FHWA plans to release a separate Notice of Funding Opportunity (NOFO) for eligible non-State DOTs in the near future. 

The LCTM Program, established under Section 60506 of the Inflation Reduction Act, aims to increase the use of materials that have “substantially lower levels of embodied greenhouse gas emissions” as defined by the Environmental Protection Agency.  FHWA will award up to $2 billion in LCTM Program funding. $1.2 billion is available to States through the RFA process. The remaining $800 million will be made available to eligible non-State DOTs in the upcoming NOFO. State RFA applications must be submitted by June 10, 2024, at 11:59 p.m., EDT.  For more information on the LCTM Program and the RFA, please visit the website.
